Not all of Chimera's implants and enhancements were used for battle. Some were random experiments, and sometimes, the scientists were just fooling around.

Reef is the product of one of these experiments, giving him his instantly recognisable tail. Instead of being 'enveloped in clean air', as Leafeon's pokedex entry reads, Reef is surrounded by an oily haze, and smells like a student dorm room.
